M. Mondélice holds a LL.D in cotutelle from Paris II-Panthéon-Assas et Laval. He teaches public international Law, peace, security, human rights and diplomacy at Glendon. Prior to that, he was Lecturer in International Law at the Université Laval's Faculty of Law. Also graduated in philosophy and didactic of french, his research interests focus on the international mechanism for the promotion and protection of human rights and their role in building and reinforcing rule of law, the role of non-states actors in implementing international human rights and humanitarian standards, the relationships between the European Union and Africa, Caribbean and Pacific States, migration and the cooperation in the field of humanitarian aid with a particular focus on the European Union humanitarian action in the Caribbean-Haiti and Syria. Having conducted a postdoctoral research on National human rights institutions, he was a SSHRC fellow at the McGill Faculty of Law Centre for Human Rights and Legal Pluralism. A Haitian Lawyer, M. Mondélice is a fellow of the Centre for Research on Latin America and the Caribbean (CERLAC), York University, an associate researcher and member of the Scientific Committee of the Université Laval Jean Monnet Chair on European integration Fall schools, a member of the Société québécoise de droit international, an Associate researcher and member of the Scientific Committee of the Jean Monnet Chair in European integration Fall schools, Université Laval, a visiting fellow 2018 of the McGill Centre for Human Rights and Legal Pluralism and an associate member of the Centre de recherche sur les droits de l'homme et le droit humanitaire de l'Université Panthéon-Assas-Paris II.

My research focuses on the progress and challenges of the cooperation between national human rights institutions with international human rights mechanisms one hand and with national political and legal systems on the other to examine the complexity of change through the law. In particular, I explore the role of national human rights institutions in strengthening and rebuilding the state in the context of democratization and the rule of law. I look at their roles and limitations in protecting the rights of the most vulnerable persons, including indigenous peoples, migrants and victims of natural or man-made disasters. I am also interested in the theory of the legitimacy of the state in its interactions with constitutionalism and the role of non-state actors in global governance in the era of globalization. Finally, in addition to international humanitarian action, my research examines the democratic requirements in the context of the new-generation agreements concluded by the European Union and in the Economic Partnership Agreements of the latter with the Africa, Caribbean and Pacific States. (EU-ACP). Concretely, in this interdisciplinary research, I am exploring new avenues for international actions likely to contribute to the emancipation of the person by the law to lead them free from "misery, fear and terror", both by access to justice and social justice.
